Can experienced orthopaedic surgeons predict a good surgical outcome?

If conservative treatment isn’t working then often people seek the opinion of an Orthopaedic surgeon. The question asked is “will surgery help me?” In other words can you predict a successful outcome to inform on the decision to have surgery.
